Background | Switzerland's independence and neutrality have long been honored by the major European powers and Switzerland was not involved in either of the two World Wars. The political and economic integration of Europe over the past half century, as well as Switzerland's role in many UN and international organizations, may be rendering obsolete the country's concern for neutrality. | Under US administration as part of the UN Trust Territory of the Pacific, the people of the Northern Mariana Islands decided in the 1970s not to seek independence but instead to forge closer links with the US. Negotiations for territorial status began in 1972. A covenant to establish a commonwealth in political union with the US was approved in 1975. A new government and constitution went into effect in 1978. |

Economy - overview | Switzerland, a prosperous and stable modern market economy with a per capita GDP 20% above that of the big western European economies, experienced solid growth of 3% in 2000, but growth is expected to fall back to about 2% in 2001. The Swiss in recent years have brought their economic practices largely into conformity with the EU's to enhance their international competitiveness. Although the Swiss are not pursuing full EU membership in the near term, in 1999 Bern and Brussels signed agreements to further liberalize trade ties, and the agreements should come into force in 2001. Switzerland is still considered a safe haven for investors, because it has maintained a degree of bank secrecy and has kept up the franc's long-term external value. | The economy benefits substantially from financial assistance from the US. The rate of funding has declined as locally generated government revenues have grown. The key tourist industry employs about 50% of the work force and accounts for roughly one-fourth of GDP. Japanese tourists predominate. Annual tourist entries have exceeded one-half million in recent years, but financial difficulties in Japan have caused a temporary slowdown. The agricultural sector is made up of cattle ranches and small farms producing coconuts, breadfruit, tomatoes, and melons. Garment production is by far the most important industry with employment of 17,500 mostly Chinese workers and sizable shipments to the US under duty and quota exemptions. |
